Chief Financial Officer

A Certified Public Accountant, Jeff obtains the financing that supports Elm Street’s acquisition, development and construction programs.

Vice President

Oversees the land acquisition and development activities in DC Suburban Maryland and Frederick region. Responsible for all Elm Street efforts in Montgomery, Frederick, Prince George’s and Washington Counties, MD.

Russ Dickens

Oversees the land acquisition and development activities of the Ellicott City based team. Responsible for all Elm Street efforts in Baltimore, Carroll, Cecil, Harford and Howard Counties, Maryland.

Directs the land acquisition and development activities of the Annapolis based team. Responsible for all Elm Street efforts in Washington D.C and Anne Arundel County, Charles County and the Eastern Shore of Maryland.

Leads the team responsible for project accounting, tax planning and returns and financial statements for all companies under the Elm Street umbrella. Also manages Elm Street’s IT team.
